Takes the two top values on the stack, and checks whether the first value is less than the second.
Examples:
10 5 <= Is false, since 10 is neither less than or equal to 5.
10 25 <= Is true, since 10 is less than 25.
10 10 <= Is true, as 10 is equal to 10.
